Server Hosting in Turkey – Cloud, Dedicated and Colocation in Istanbul

International companies look at server hosting in Turkey for two practical reasons: their users or operations are in Türkiye and the surrounding region, and some of the data they process has to stay in the country or be handled under Turkish data protection rules. MAV Cloud runs its infrastructure in the Equinix Istanbul data center and offers cloud servers, dedicated servers, colocation, backup and disaster recovery from that location.

This page covers why companies choose an Istanbul data center, how data location relates to KVKK (Türkiye’s Personal Data Protection Law), which services are available and how pricing is set.

Why host servers in an Istanbul data center?

Network latency is shaped mostly by physical distance and by the number of networks a packet crosses on its way (see latency in our glossary). An application that serves users in Türkiye from a data center in Western Europe or North America adds that distance to every request. Hosting the same application in Istanbul keeps traffic to Turkish users on a much shorter path.

Istanbul also sits between Europe and Asia. For users in the Balkans, the Middle East and the Caucasus, the city is geographically closer than many of the large European hosting hubs. Actual response times depend on each user’s internet provider and routing, so the reliable approach is to measure from the locations that matter before deciding on a region.

Lower latency is most noticeable in interactive workloads: remote desktop sessions, ERP screens, point-of-sale and payment systems, online games and APIs called many times per page. For batch jobs and archives, location matters more for data rules than for speed.

Moving the whole application is not always necessary. The layers that need to sit close to users, such as the web front end, remote desktop servers or payment services, can be placed in Istanbul to reduce the effect of latency. The database location counts too: if the application server and the database are far apart, bringing only the front end closer will not deliver the expected improvement.

Data location and KVKK cross-border transfer rules

KVKK, Law No. 6698, governs the processing of personal data in Türkiye. Article 9 of the law sets the conditions for transferring personal data abroad, and it was amended in 2024.

According to the Personal Data Protection Authority’s page on cross-border transfers (in Turkish), the amendment made by Law No. 7499 took effect on 1 June 2024. Transfers now follow a tiered structure: an adequacy decision for the destination country, sector or international organization; where there is none, appropriate safeguards such as standard contracts (which must be notified to the Board) or binding corporate rules; and, failing both, a limited set of exceptions intended for occasional transfers only.

For a company serving Turkish customers, keeping servers and backups in a data center in Türkiye means the primary storage of that data does not itself create a cross-border transfer. It does not remove other obligations under the law, and data can still leave the country indirectly, for example through monitoring tools, remote support access or a foreign cloud layer in the backup software. Each of these flows should be checked.

This section is general information, not legal advice; the transfer assessment belongs with the company’s legal or data protection advisers. Our guide to KVKK data backup in Turkey covers the backup side in more detail.

Sectors that often prefer local hosting

Some industries are more likely to ask for Türkiye-located infrastructure, either because of the type of data they process or because of their own sector rules:

Sector requirements change over time and differ by license type, so the applicable rules should be confirmed with the relevant regulator or adviser before the architecture is fixed.

Turkey data center hosting: available services

MAV Cloud’s services run in the Equinix Istanbul data center on VMware-based infrastructure. The same location can host a full environment or only the part that needs to be in Türkiye:

  1. Cloud server: virtual servers with dedicated vCPU and RAM on a high-availability platform; see cloud server rental.
  2. Dedicated server: a physical server reserved for one customer; see dedicated server rental.
  3. Colocation: the customer’s own hardware placed in rack space in Istanbul; see colocation and rack rental.
  4. Backup: regular copies of servers and data to a separate environment; see cloud backup.
  5. Disaster recovery: a standby environment that can take over when the primary site fails; see disaster recovery (DRaaS).

Backup is Veeam-based and the backup storage is located in Türkiye, so copies of the data stay in the country along with the production servers.

The right service depends on the workload. Cloud servers suit companies that want to start quickly without buying hardware; dedicated servers suit workloads that need a physical machine for licensing or performance reasons; colocation suits teams that want to keep running their own equipment. Most server hosting in Turkey projects combine these, for example application servers in the cloud with existing storage hardware in a rack.

Cloud server Turkey and colocation: starting prices in USD

Cloud server and colocation prices are quoted in USD. The table shows starting levels; the final price is set in the written quote.

Service Starting level Monthly price
Cloud server 4 vCPU, 8 GB RAM, 100 GB SSD From approx. 60–100 USD
Colocation 1U From 100 USD + electricity
Colocation Quarter rack 400 USD + electricity
Colocation Half rack 800 USD + electricity
Colocation Full rack 1,150 USD + electricity

For cloud servers, the price changes with vCPU, RAM, disk, traffic and add-ons such as backup or managed services. For colocation, electricity is billed on top of the rack fee, and the rack power calculator helps estimate the power draw of the planned equipment. Dedicated server, backup and disaster recovery pricing depends on the configuration and is set in the quote.

Service levels and certifications

MAV Cloud’s service level agreement sets a monthly 99.9% availability target for the cloud server and dedicated server services. First-response targets are 15 minutes for critical, 1 hour for high, 4 hours for medium and 1 business day for low priority.

MAV Cloud’s certifications page lists ISO/IEC 27001, ISO/IEC 27701, ISO 22301, ISO/IEC 20000 and ISO 9001. Together they cover information security, personal data management, business continuity, IT service management and quality management.

How a hosting project in Türkiye usually starts

The English quote form already receives requests from companies outside Türkiye. A typical project moves through four steps:

A hybrid setup is common: the part of a system that handles Turkish customer data runs in Istanbul, while global services stay in their current region. That keeps the Istanbul footprint small and focused.

Frequently Asked Questions

Where is the data center?

MAV Cloud’s infrastructure is in the Equinix Istanbul data center and runs on VMware. Servers and the Veeam-based backup storage are both located in Türkiye.

Does hosting in Türkiye make a company KVKK-compliant?

No. Keeping data in Türkiye means primary storage does not create a cross-border transfer, but KVKK also covers lawful processing, information obligations, security measures and retention. Compliance is assessed with legal advisers.

Can latency from Istanbul be tested before signing?

Latency depends on each user’s provider and routing, so measuring from the target countries is the reliable way to decide. The measurement approach can be discussed during the quote stage.

In which currency are prices quoted?

Cloud server and colocation starting prices are given in USD. Other services are priced in the written quote according to the configuration.

Can our own hardware be placed in Istanbul?

Yes, through colocation. Rack space starts at 1U, with quarter, half and full rack options, and electricity is billed separately.

Is backup included with a server?

Backup is offered as a separate service and shown as its own line in the quote. Retention period and frequency are set according to how critical the data is.
